Critical Access Health Measurement and Performance Assessment System (CAHMPAS)
The Critical Access Hospital Measurement and Performance Assessment System (CAHMPAS) makes it easy for CAH executives, state Flex Coordinators and Federal staff to explore the financial, quality and community-benefit performance of CAHs.
CAHMPAS provides graphs and data, which allows comparison of CAH performance for various measures across user-defined groups such as location, net patient revenue or other factors. Flex Programs are encouraged to explore the nuances of the data and develop strategies to address CAH performance.
Visionary Board Leadership and the Transition to Value Video Series
This six-part educational video series, designed for critical access hospital board members, focuses on developing systems thinking and visionary leadership skills as keys to thriving in the changing health care landscape. Participants will learn to think expansively about the health care system and its stakeholders, communicate a unified, inspiring vision for the organization and the community, and use this vision as a platform for developing collaborative relationships inside and outside the organization.
State Flex Programs may incorporate sharing this video series to support trainings in the operational and financial improvement area of their Flex Program, though the impact of this program will likely touch all aspects of the hospital. A variety of resources already exist to support board governance training, but this series is different and will improve the understanding of board members’ impactful leadership role.
Critical Access Hospital Quality Reporting Overview Guide
This guide explains the various quality reporting programs that CAHs may participate in. The programs are outlined via the areas the hospital covers (ex. outpatient, inpatient etc.) and the type of program the hospital is associated with (ex. HCAHPS, Medicare Beneficiary Quality Improvement Project, etc.). Participation in these programs varies depending on the needs and desire for quality monitoring by the CAH. A core focus of this guide is MBQIP, given its the central importance to the Flex program funding support received by CAHs.
This guide was written in collaboration with CAH Quality Improvement Officers for other CAH Quality Improvement Officers, Directors and staff. The purpose of this guide is to help Quality Improvement Officers structure and support quality improvement (QI) efforts as well as make informed decisions about the quality reporting for their facilities.
Small Rural Hospital and Clinical Finance 101
This manual was developed for use by state Medicare Rural Hospital Flexibility (Flex) Program personnel as well as staff and boards of critical access hospitals (CAHs), small rural prospective payment system (PPS) hospitals, and provider-based rural health clinics (RHC). The content is designed as non-technical as possible and to provide answers to frequently-asked questions regarding CAH, PPS, and RHC finance and financial performance.
